THE WINDSOR FRAMEWORK
POSTPONED UNTIL MARCH 2025
The UK Government has issued guidance on changes for parcels moving from Great Britain (GB) to Northern Ireland (NI), referred to as The Windsor Framework. These changes will become effective from 30 September 2024.
The changes mean that additional data will need to be provided depending on the type of sender and receiver. This is summarised as follows:
All senders:
A goods description, in plain English, must be provided for each item in the shipment. In addition, you’ll also need to provide each item’s weight, value and origin.
Business to Business (B2B) shipments:
For B2B shipments, additional information will be required, and action is recommended now to prepare for the change. Please refer to the 'green' and 'red' lane guidance below.
‘Green’ lane shipments
For B2B shipments with goods that will stay in Northern Ireland, they can move under the ‘green’ lane as determined by the UK Internal Market Scheme (UKIMS). If this is the case for your goods, please review the guidance for this scheme and register with the UK Government for a UKIMS number.
The sender or receiver’s UKIMS number must be provided to move goods under the ‘green’ lane. The holder of the UKIMS number will need to be declared as the importer on record.
If you’re the sender and it is the business recipient in Northern Ireland that will provide the UKIMS, please forward this email and ask them to provide their UKIMS via the above link.
‘Red’ lane shipments
If your B2B goods do not qualify under UKIMS and are therefore considered ‘at risk’ of leaving Northern Ireland, a full international dataset will be required for the declaration. ‘At risk’ shipments will also be charged at the applicable European Union (EU) rate of duty.
If you will be shipping ‘red’ lane goods and will move to use a deferment account linked to your NI EORI number for Customs charges.
For both red and green routes, it is recommended (but not required) to include HS codes from 30 September.
You can view more information on The Windsor Framework from the UK Government here.
ALL SHIPMENTS TO EUROPE MUST INCLUDE A CONTACT EMAIL ADDRESS TO ENABLE CUSTOMS TO CONTACT THE CONSIGNEE TO ADVISE IMPORT FEES
WITHOUT AN ACTIVE EMAIL ADDDRESS YOUR SHIPMENTS RISK BEING DELAYED OR RETURNED AT YOUR COST

from 01/05/19 the maximum acceptable length and girth combined has been changed to 300cm
A large package surcharge will be applied to each EXPD International package when its
Length plus Girth Combined exceeds 300cm
Length plus Girth Combined= Sum of the Smallest Sides, Multiplied by 2, Plus the Longest Side
E.g
80cm(L) x 50cm(W) x 20cm(H)
STEP 1
50cm(W) + 20cm(H) = 70cm
STEP 2
70cm x 2 = 140cm
STEP 3
140cm + 80cm(L) = 240cm
